Default Disclosure on Application: time limit?

I'm applying for a job with a public agency (in California) that asks the following question on their application form:

"Have you ever been convicted of reckless driving or driving under the influence of alcohol or illegal drugs, OR has your Driver's License ever been suspended or revoked as a result of conviction(s) of driving violation(s)?"

Yes/No, if yes list offense and dates.

The answer is yes, DUI, 1983 (or 1984), 6-month (I think) suspension.

I know better than to lie on an application, but this would show that I was young and stupid and that I'm not so young anymore. Is there a time limit on this? Can I say no and disclose if I actually get an interview?

    Thank you!

    "Ever" means "ever", not "recently".

It's best not to lie on your application. Whether or not you would get an interview anyway will depend upon your potential employer's policies.
