Default Speeding Ticket in Adam County, Washington

My question involves a speeding ticket from the State of: Washington

excuse my English because its my second language.

Yesterday as i was heading toward Spokane from Pasco, a police officer pulled me over on I 90 M.P. block 230 and ticketed me 144 for going 12 miles over speed limit which at that location was 70 m/h. now normally I would have just accepted the ticket and paid. however this time, i find that the officer's claims to be a bit... wrong.

here is what happened, as i had miraged from hwy 395 toward I 90, there was a large semi in the way so I switched from right line toward the left line and passed him and one more semi ahead. as i was passing i know i looked at my speedometer and it showed that i was 72ish m/h and so i just keep at that speed as i slowly passed. after i just passed the semi and was about 4 or 5 meter ahead, i noticed a moving headlight in the middle of the hwy. I thought it was a cop but i wasn't braking any laws so i slowed a little to go just below 70 and continued on the left line.

after I passed him he pulled up behind me and flashed the red and blue and I immediately slowed down at the right side of the road and turned my engine off. the officer then walked on the passenger side of the car and notified me that he is recording the conv and videotaping me. he started to ask me for my license, insurance and registration and as I get the items requested, I asked him why he pulled me over, but he wouldn't tell me until i hand him the license. after he got it, he stated that the reason he pulled me over was because one of my headlight was broken. he claimed that it was the one on the driver side and as he walked up to the front of the vehicle, he revived that statement and said it was the passenger side. i replied that there should not have been any headlight problem because i just had it fixed at the start of this week. but he stated that its broken and also i was speeding 12 miles over speed limit and i was on the left line and should move to the right after passing but there was no car around me. he then went back to the charger and wrote me a ticket.

after he drive off, i still couldn't believe that i was speeding and that my head light was broken but while he was there i was not allowed to get out of the car to verify so i drive the the 10 miles up to the next ramp which was a rest area and got out of my car to take a look. it was on. both headlight was in fact on so i videotaped it with my cellphone and the time and the location (rest area). after thinking about it for the night, I thought about contesting the ticket because i was sure i didn't speed ( i know i cant use that statement because officer's word is always more solid than my) and i was so certain that my lights were on. however on the ticket he only charged me 144 for the speeding and nothing about the lights.

My questions is do i have a fighting chance if i contest it? and can i use the headlight as a credibility for my word?

Yes, you have a "fighting chance." As to the headlight? Nope. You shouldn't need it.

Have a look at this thread. It should answer a lot of questions.
