She was deported and immediately turned around, reentered illegally, got caught and was again deported? Then she has a lifetime bar and a very low chance of getting a waiver; you haven't even indicated that she has a U.S. citizen relative for the basis of a claim of hardship. She should consult an immigration lawyer with the details of her case. In the alternative, you can consider making a life with her in her country.
no !! i said she entered the state illegally in 1986, she was questioned and processed, and sent back on the next available flight to her country.. she did not re enter the state.....
and yes she does have a u.s.citizen relative..

If this happened 22 years ago, I would expect that her period of ineligibility would be over. So there's more to the story, such as an attempt to commit fraud or to falsely represent herself as a U.S. citizen to avoid deportation. What INA section was cited in association with the denial? What, if any, other explanation or grounds were given.
