H1B Transfer Without New I-94

I transfered from Company A to Company B and C. Company B's H1b approved with 94。
Several days later, Company C's h1b approved without I94. Can I work with Company B without going abroad and activating my I94?

My H1b transfer from Company A to Company B has the I94. But another H1b transfer from Company A to Company C approved later without I94 which means that I need to go outside US. I am wondering if I can go work with Company B without going outside. I am not sure if the I94 has some "last action" rule.

As I think about it, you answered it by implication - you have the answer if you're in status. If you're out-of-status, you need to leave and reenter. If you've stayed beyond the end of your grace period you may have issues resulting from your overstay.
