Post Social Security Quarters: is It Possible to Pay into Social Security

If someone has 34 quarters and need 40 quarters is it possible to pay into Social Security to begin receiving monthly benefits? If so how can I figure out the amount to pay? Retirement year was 2003 at age 62 and will soon be 71 years old living in the state of California.

The individual needs to get a job and earn $4480 in 2011 and $2240 in 2012.

    Otherwise, no.
