My question involves adoption law for the State of: Michigan

I understand that Federal law requires the state to identify and notify adult family members of minor children in the state's custody before placing children outside of the family.

We recently discovered that CPS is working behind our back to arrange for a non-related family to adopt children related to our family. When confronted the caseworker acknowledged the adoption was in the works but would not give a timeline for its finalization.

We were earlier assured by CPS (different caseworder) that the department would not place children outside of the family without first attempting to identify adult relatives who would be able to care for the children.

I understand the answer to my question might be very complicated. We very recently discovered what has been going on and we are very quickly trying to learn what our options are at this point. So I'll try to ask just the most urgent questions at this point.

* Is it likely that we can get the adoption process halted, at least until CPS has complied with the corresponding Federal law?
* If the adoption is finalized before we can get it halted (it could be finalized tomorrow for all we know), do we have any options remaining? Might we sue to overturn the adoption, or sue CPS for violation of our rights as relatives, etc.
