My question involves unemployment benefits for the state of: California

This question is not for myself - but for someone close to me.

This person collected four months of unemployment insurance, before finding employment.

11 months later, after he had two heart attacks, he was terminated from his "new" job.

He filed for unemployment, but he was determined to be disabled before he collected ANY unemployment benefits. Instead, he collected state disability for several months.

His health eventually improved, and he was deemed able to work again.

He then began seeking work and started collecting unemployment.

His benefits have now ended, with EDD stating that he has received 99 weeks of benefits.

Of course we have done the math and the only way he is over the 99 weeks is if the 4 months he previously received (18 month gap between the two benefit periods) or the time he was on State Disability is counted against the 99 weeks.

Simple question: Does this sound right? Can they do this?
