Default Bought a Car with a Lien on the Title but It's Paid Off

My question involves personal property located in the State of: California

I bought a car and when I sent in the duplicate title form the DMV said there is a lien on it. I did some work and found out that the car has been paid off. How do I get the lender to give me the letter clearing the title so I can get it? The. Lender told me they sent the paperwork to the guy who paid off the loan when he paid it off and he should have transfer it but clearly he didn't. Is there a way to get the lender to help me?

    Have you just asked them?

I'm not sure how California does this so a couple thoughts here.

If California uses a release of lien form, ask the bank to provide another such release.

If California simply indicates is on the title, ask the lender to endorse the title with the proper requirements to release their lien.
