My question involves a speeding ticket from the State of: California

I just received my courtesy notice regarding a speeding ticket I got. I am curious about a few things.

1) After they list the violation (22349A) there is a 2-digit number i assume to be the speed over i was going. It is listed on my ticket as: 22349A 29, does this mean the that i was going 29 over? or is that second number fairly meaningless?
2) What is the LEA? there is a 4-digit number and then 3 letters, does this mean anything?
