VWP and Marriage

I hate to repeat questions that I'm sure have been answered before, but the internet is a confusing mess of information with regard to this topic.

My partner is a US Citizen. I am an EU Citizen subject to the Visa Waiver Program. Am I able to marry my partner on a 'regular' visit to the US? I believe we would be able to get a marriage license in New York without me having a SSN etc.

We are operating under time constraints, so unfortunately we cannot marry in my own country due to the processing time involved.

The question is, where do you intend to live afterwards?

Immediately, I will have to return to my home country to attend to some remaining business.

After that, we will likely live in the US - I have little to no family to speak of, she has a lot. So it would likely be 8-14 months before we would be looking to establish a home together, in either country.

If you marry, leave, and then seek to reenter as a spouse with the ultimate goal of permanent residency, you would seek a spouse visa for your reentry.
