Default Emancipation of a Family Member

My question involves emancipation laws for the State of: Virginia and or South Carolina

My cousin, who is 17, currently resides in South Carolina. She would like to move to my home and be emancipated. There is no emancipation in South Carolina. Can she petition the court in Virginia for emancipation. Would this help her receive financial aid to attend college here?

Thanks for any and all help.

Nope. You petition where you're a legal resident. By the time she established legal residency in Virginia, she'd be 18, and the point would be moot.

Nope. That's not what emancipation is for.
