Default N-400 with Convictions for Crimes Involving Moral Turpitude (CIMDs)

With 2 expunged prior convictions for Petty theft both from 2003 (probation ended in 2006) in California, can i apply for citizenship now and if so what're the chances of getting approved?

Yes, you can apply for citizenship, although it's a good idea to consult an immigration lawyer before taking any action. Your chances for succeeding with two CIMT's on your record are lower than they would be if you had a clean record. You should discuss the details of your situation with an immigration lawyer if you want a more specific idea about your chances, as the devil is in the details. Also, if there's any chance that this will result in an adverse finding it could have ramifications for your continuing status.

Note that even with the expungements you have to disclose the incidents.
