You can't get any convictions (absent showing that the record was inaccurate or some other error occurred) expunged in Alabama. I'm not sure what you mean by by "TOP 3" but even the few states that provide for conviction expungement won't extend the offer more than once.
Why are state's different? Different people making the laws. Some state legislatures won't ever expunge convictions, some will let you do it once, some won't do felonies or specific crimes, etc.... There's no relief for federal convictions either (though Charlie Rangle periodically offers that legislation only for the first offense, he may need it before long).
