That's because WalMart is 1) EVERYDAMNEDWHERE and 2) really popular in those parts of the US where it's fashionable to be uneducated.
Probably a combination of things:
- Good L.P. people.
- Some really dumb thieves. I'm sorry, my WallyWorld has cameras that you cannot possibly miss seeing. EVERY grocery aisle has a camera. I don't think you can possibly walk anywhere in that store without being on a camera.....and if you can't see all those big black round objects on the ceiling, you gotta be really dumb.
On the other hand...years ago, we did have an attempted abduction/rape in a Meijer parking lot...and it was reported in the press that they did not have tapes in the cameras.....
I cannot pretend to have an informed opinion of Wal-Mart nationwide, but in my experience their LP people are not very good. In every Wal-Mart store I have been in, any time I want to I can find an LP person just by keeping my eyes open. They follow shoppers, look around corners, and even talk to sales staff in an obviously friendly way. Far too obvious.
Most of the Wal-Mart stores I am familiar with are in rural areas where they are "the only game in town" for many items. They also appeal to many people of limited financial resources. I suspect that the perception of the chain having a high shoplifting apprehension rate, if accurate, is due to the fact that they get many repetitive shoplifters. Repeat long enough in the same place and the store LP are going to know you and catch you, whether the LP are skilled or not.
