My question involves a traffic ticket from the state of: California

Parked in a Medical complex, pulled out of the parking space onto a downhill sloping 50ft long driveway exiting the complex. The roadway crossing at the end of the driveway was a four lane highway, 2 eastbound, 2 westbound (35 mph max speed road) with common lane used for "beginning and ending left turns (b.e.l.t.)" in the middle.

As I came to the end of the driveway i had a choice to either go directly across the street straight, make a left turn crossing the b.e.l.t. lane that by the way had broken lines, or make a right turn. I chose to make a left turn since I had made a left turn coming into the complex anyway. Soon as I made the left turn I was pulled over and cited for cvc 22101d. Officer took me back to see a sign posted "no left turn"

Two problems here as I see it, the 5ft high no right turn sign was obstructed by a van when I came down the steep driveway approach to the cross street, therefore I was unaware of the sign and relied entirely on the markings on the highway. Do I have a case here?

Officer said many officers set across the street here and write many tickets (ticket trap) from across the street. I said, if thats the case and the purpose of the "no left turn sign" is for road safety, then why wouldn't a correction take place on the roadway i.e. solid lines on the b.e.l.t. lane or re-line that to only let traffic turn into the complex etc.
