My question involves a driver's license issued by the State of: Florida
I was ticketed for driving with an expired tag (was about a month past due) and something else (I can't recall) but NONE of it had to do with speeding, DUI (I don't drink or do drugs), DWI or anything reckless. This was in the summer of 2008. I was given a court date for some time in September of that year. I lost my house on 9/11 of that same year which explains, to some degree, the other traffic responsibilities falling through the cracks. Earlier in the year, I also lost my job with AT&T in a layoff and the domino effect started.
I attended the court hearing and was told I had to pay somewhere around $300, but right after the hearing, I got word from my brother that i could come to NY to stay at our dad's house because he was moving to MD. He also gave me a lead to a job. With hardly a dime, I took him up on the opportunity and left FL (by jet) leaving my car behind. I could not pay the fine at the time, of course, so I figured, what's the use, i'm going to be living in another state anyway.
The job opportunity did not materialize and I ended up without a steady job until May of this year. While I had/have no great need to drive in NY, I went in to the local DMV here to get a NY license of of course, I was rejected because of Florida. Now, having a job may imply I can pay the Florida fines, but there is another long, complicated story involved that's tying up my money, making it hard to make that pay commitment to the fine. The lifting of that restriction is still a few months away and this leads to my question.
Do these DMVs allow reduced payment/agreements if you don't live in the state anymore? I have not lived in Florida since 2008 and with all the bad memories, I don't plan to go back, to live there or even drive there. I am seeking a NY license because my girlfriend bought a car and there are times when I will need to drive.
