Default Theft of Services in Indiana

My question involves criminal law for the state of: Indiana

I researched the Indiana legal code and couldn't find any such law. So here is the question.

You hire a company to do work for you (services), the company does the work but the work isn't done. The company finally comes back and finishes the work. The bill is sent to you in the mail and you remit 2/3 of the bill but the other 1/3 of the bill is having to be paid in payments due to financial short fall. I assume that this is entirely a civil matter should the company be upset about late or slow payments? I know some states have "theft of services" laws but usually encompasses things like not paying for hotels or food at restaurants. Thanks for the input.

Even if we assume something is a civil matter, a service provider has the right to be upset with you if you don't pay your bill on time.

You seem to be concerned that you could be criminally charged with something. Normally your failure to timely pay the balance due on your account would be something the service provider would have to resolve through a civil lawsuit (or by otherwise convincing you to pay), but we don't know the full facts so we can't tell you if your case is different.
