Default Unpaid Past HOA Fees and a Payment Plan

My question involves real estate located in the State of: Arizona
We bought a house three years ago. The builder offered an incentive to pay Hoa fees for three years. The builder filed Chapter 11 one month later. I am now responsible to pay the fees the builder did not.

The HOA will only accept a 12 month payment plan. I cannot afford anything less than a 24 month plan. Their plan triples the current monthly fee. I have asked several times for a 24 month plan. They will not agree. They recently put a lien on my house. I called again about a 24 month plan. It was suggested that I get an attorney and I may have to be concerned about foreclosure. I accept having to pay what the builder did not. Do I have any rights, given the circumstances with the builder not honoring the incentive, to negotiate a plan that I can afford to pay?

    Thank you.
