My question involves juvenile law in the State of: Virginia

I'm 17, and I want to get my passport to go on a trip with my orchestra to Italy next summer. I don't fully understand the wording on the US Embassy site, and wikihow has it a little different.

Anyone 16 year or older can apply for a passport on their own. Both parents must sign the application and appear in person (or give notarized permission) for someone under the age of 16 to get a passport.

Is this true? Can I apply for my passport and successfully get it at age 17?
