    Default Proxy Ballots for Board Elections

    My question involves a condominium located in the State of: Colorado
    Our HOA Board elections are scheduled for Thursday this week. There are 3 people running for two positions. One candidate spent the weekend knocking on doors and offering to personally take proxy ballots to the annual Board Meeting (elections meeting), My question is: can a candidate for election handle unsealed proxy ballots? Thank you for any advice on this.

    Do your bylaws forbid it? What instructions were included with the ballot in terms of how they were to be returned? Did the board instruct him to stop? Is there a mechanism for auditing the ballots to verify that no tampering occurred?

    Bylaws allow any member to present proxy votes on behalf of another member. The Board only found out about this activity 2 days before the Annual Meeting. Our Property Manager informed the Board that this was unusual, but allowable. There were 2 positions open, but the man turned in quite a number of proxy ballots, all voting for only him. He missed being elected by a very few votes.
