Default Is it Fraud to Receive Money for Child Care Without Having the Child in Daycare

My question involves child support in the State of: OHIO

I need some help, my husband was ordered to pay his ex child support 2 years ago. And he has done so no issues. However, I noticed the other day that on the forms that she stated that she was spending $5000 in daycare per year. I know for a FACT that she never sent my step-son... not even one day. Is this considered fraud? She has been horrible to deal with and to top it all off her husband is an attorney in the county, so I feel like we didn't get a fair judgement originally. What can be done?

Please advise, and all responses are greatly appreciated.

So who takes care of the child while she's at work?

No one watches him. He has been walking home from school each day and waiting until either his mom or his step dad gets home.

This has been going on for the past 2 1/2 years.
