Does the Public Have Access Over a Utility Easement

My question involves an easement in the state of:Kentucky

I live in the county where a creek bounds the back of the property. It has a 35 ft. utility easement. I was wondering if the public also has access to this property. My neighbor that lives on the other side of the creek has complained of people 4 wheeling late at night through there.

You would have to check any documents that created any easement for the specific allowances. If it is just a utility easement, then no, it is not an open road.

I was also wanting to know if i could put a fence blocking the area,but having access closer to the front of my property.

you must check the creating document. You simply do no have enough info to give you much direction.
