Your issue is one of Mexican law, not U.S. law. The only thing you've indicated in relation to the U.S. is that somebody suggested that you "need a court order from the judge in ohio requesting the registration office here to make the note"; I've never heard of a judge issuing such an order, nor would it be binding outside of the U.S. - you will have to discuss with your lawyer why the notarized, apostilled and translated divorce decree is not sufficient, as I don't see any reason why it shouldn't be.
