Default Discrepancy Between Name on Birth Certificate and Social Security Card

My question involves name change laws in the State of: La.
My elderly mother has used a middle name all her life and recently was required to get her birth certificate to obtain a new ID. Now because her middle name on the birth certificate does not match the soc sec card which is the same middle name on all her other documents, she cannot get an ID. She has never used the middle name on the birth certificate. What can she do to get this corrected? Her retirement documents, insurance documents all use the name on the SS card which she has used all her life. is is easier to get the birth certificate changed and how does she do this? Is there a cost involved?
