Default Car Towed for Condo Road Work

My question involves towing laws for the State of: California

I'm an owner of a condo in a complex run by a management company contracted by the homeowners' association. My car was towed recently on account of road repavement. The original notice to homeowners indicated that the road work would commence within a specified period. However, the road work was delayed and notice was given about 24 hrs before my car was towed and actual work started (after I had gone out of town for a stretch). What is the required notice period from a management co or homeowner association before they can tow my car? What is my legal recourse against the management co and/or homeowner's association? Thanks!

what does you HOA rules say to the matter? Is the problem you are expected to pay the tow bill?
