Who May Legally Install Speed Bumps on a Private Road

My question involves real estate located in the State of: California
A Neighbor put 4 double speed bumps on our private gravel road. The president of the road association says the speed bumps are ok, but they are adversely affecting my neck where I had surgery. What are my options? The neighbor says 2 other residents drive too fast, so too bad for me.

If the use and maintenance of the road is subject to a collective agreement, such that a "road association" decides these issues, you will have to examine the association's bylaws and other rules to determine if it's within the association's power to grant a homeowner permission to install speed bumps.

Thank you so much for the information, I will check to see if they have any bylaws. We never signed any paperwork regarding the association, they just bill us yearly, and have done so since we moved in 5 years ago.
