And here is the CVC definition of a "highway":
360. "Highway" is a way or place of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. Highway includes street.
So your "road", as well as street/freeway/interstate/expressway... even an alley... and as long as it is "publicly maintained and open to the use of the public for purposes of vehicular travel", is considered a highway.
