Question Proration on Health Care Benefits

My question involves insurance law for the state of: Texas

My wife works for a school district in El Paso. We recently got married and I was added on to her insurance on 08/24/2010. We received a bill for the full amount for August for me being added onto her insurance. My question is this: Is it legal for them to charge us for the whole month of August even though my benefits didn't start until the 24th or 25th of the month? Shouldn't there be some kind of proration that happens? She has HealthSCOPE as her insurance carrier. I feel like we're being given the run-around but I need some clarification. Of course, their website doesn't help me at all and trying to talk to a person over there is impossible. Thank you for any and all help on this...

There is no law requiring that they pro-rate, no.

Do you know for certain that the bill is for the month of August? Many employers roll forward instead of backward; i.e. the deduction that is taken at the end of August, is for the month of September.
