brakes can squeal after a car wash, when the brakes pads get wet they squeal when pressed. And seriously reckless driving for making a tire screech, that's absurd. In some places you can be arrested for reckless driving, then you can be arrested for making a screeching tire noise then.
You asked a general a question, (and you didn't even specify a state)... So you got a general answer... I guess you have no problem with a careless driving charge for screeching tires... Some states (like CA for example) do not have such a statute on its books. Instead, and as indicated by aardvark for FL, you might get an "exhibition of speed" citation for screeching tires in CA. Although reckless driving may require more than the element of speed or screeching tires, it does not fall too far behind on the scale of what you might face for pretending to be an Andretti on the public highways... If you want to push your car to the limit, take it to the track.
