Unhappy Can I Get Married to a Permanent Resident

i live in italy. my boyfriend lives in the united states and it's been three years that he's been a green card holder.
we would like to get together as soon as possible (it's been 3 years now) i was wondering which way brings us together faster:

    1. getting married as soon as possible?

    2. waiting for him to become a US citizen?

Getting a green card as a spouse of a LPR generally takes four to five years. There's no waiting period for a citizen to petition to adjust the status of a spouse who has entered on a spouse visa. So the question really is, can you legally enter and maintain status in the United States without your boyfriend first becoming a citizen.
