    Default Generator in Underground Garage

    A problem tenant (loud noise, double parking, marijuana, threatens other tenants for complaining) had a vendor double park in the underground garage of a 40 unit building, running hoses up the stairwell, running a generator, that emitted exhaust, for about 2 hours, cleaning furniture in the common area.

    tenants complained about the fumes and when asked to park outside, under the tenants instruction the vendor refused.

    Aside from parking illegally, quite enjoyment, what rules govern this sort of behavior? I called the police and was informed they could not do anything as no laws were being broken, except for the parking issue.

    You are getting worked up about a guy cleaning furniture for 2 hours? That is not going to be within the realm of disturbing your right to quiet enjoyment. It was a temporary situation and has since ceased.

    sounds like you need to be addressing your concerns of the tenant himself with the LL or COA or whatever you happen to have in your apartment or condo. You do not have the authority to control any areas not specifically yours.

    Not only do you have no authority, you would not be able to take it to court as you have NO STANDING to do so. Only the HOA or management of the parking structure could do anything about another owner or tenant. They certainly would not do ANYTHING about a two hour inconvience.

    As manager tenants should not be allowed to double park vendor vehicles in the garage, or have hoses running through the stairwell causing a fire hazard, or use common areas to clean carpets etc.

    Was hoping for more constructive feedback.

    I don't know what you are looking for. If you registered a complaint with the management, that is all you can really do. You said you called the police and they wouldn't do anything so you are left with management.
