My question involves a speeding ticket from the State of: CA

So, I got pulled over (I use that loosely for reasons I'm about to explain) by one of 2 motor officers monitoring traffic with lasers. I was stopped when one walked out into the middle of the street and held his hand up telling me to stop.

The street was a 1 lane in each direction street with a center left turn lane with cars parked on my side of the street with a posted limit of 30. This street would be considered a "commuter street" even though it has houses on it. It also is controlled by traffic lights. The street 1 block north of it (parallel) has no markings on the road, is a residential street, and is controlled by stop signs, but is a 35 and is never enforced. I requested ETS surveys of the part of the street where I got the ticket, but they sent me the survey for another section of the street and a memo from the city saying the speed limit was "justified."

Also, I turned onto this street about a block and a half from where the officers were. As I turned, a large white truck crossed the double yellow to get into the left turn lane and almost hit me and I accelerated to clear it before it protruded into my lane any more. When the officer asked me why I was speeding, I told him and he said he didn't see it, and gave me the ticket (46/30)

I'm also under 18 so traffic school isn't guaranteed and I'm told they will tell me on my court date if I am eligible.

Can I submit a plea of not guilty by mail and is that advisable? I would like to do TBD because I really don't want this on my record, but I guess if they give me traffic school I might take it. What do you guys think?

Also, the officers were there the next day too. Can that be used in my speed trap argument?
