    Unhappy Contractor's Tools Locked in Customer's House

    My question involves criminal law for the state of: new york
    My friend is a contractor who did work on someone's house. They decided they didn't want him to finish the job and want him to refund money to him. He didn't agree, so they locked his tools in their house and went on a two month vacation. How can he get his tools back so he do his work?

    While they're on vacation? Unlikely

    He is free to file a police report about their refusing to return his tools. He is also free to sue them for the return of the tools or for their value.
