i believe you are overreacting. If there was no nudity and no solicitation, I believe he is ok. I would suggest writing down everything your friend can remember about the conversation and if it is saved, even print it out to support his version.

Generally speaking, the police do not go so far as to engage in video chats and take off articles of clothing. Most of the police are male officers posing as young females, they can't and wouldn't do a video chat.
Your "friend" was wise to break it off and should never do anything like that again.
Unless the minor comes to the attention of the police for some other reason and then starts dropping names and such, I doubt this will go anywhere.
If it was suggestive in flirting, but without asking for anything sexual, a meeting, or anything of that nature, it shouldn't be a problem? I saw a record of it, and they were both flirting. It didn't seem particularly one sided; if anything, the girl seemed more interested in him and alluded to things. He broke off contact.
No authorities are involved, and unless she was some sort of undercover agent I don't imagine they will. I'd just like to be able reassure him; he's messed up in the head from Iraq.
