My question involves criminal records for the state of: Tennessee

Can a person who was convicted of multiple offenses in the 80's and 90's be granted a pardon or clemency? All charges were of "shoplifting" or "forgery" due to a drug addiction. This person has been clean and sober since January 1999 and has relocated to another state and is haunted by all the issues from the past. Also, would they be able to file for the clemency in the "other" state or would it have to be in the state in which the crimes occurred? Please help!
