My question involves collection proceedings in the State of: Virginia
I have recently rented a home in Chesterfield County, VA and attempted to have county water/sewer service established for the residence in my name. According the the county, an unpaid balance from 6 years ago is still due, although I'm confident it was paid. Even though the utility office states that they can not open a research case because they do not have records that old, they refuse to establish service until the balance is paid.....again.
I have written the Director of the department, but have only received a call from a staff member again saying that I have to pay the balance regardless, unless I can present a receipt. She doesn't seem to understand that it's been six years and mailing a payment does not yield a receipt.
My questions are:
1) Has the statute of limitations for this sort of thing passed?
2) Can the county deny service of water/sewer?
....or am I just stuck paying this twice?
