He said that my registration smelt like 'raw marijuana' which couldn't have been possible since I had quit smoking that 2 weeks before hand and have not had weed in my vehicle for months. He searched my car for an hour. I was very cooperative told him what was in the car and now I have a misdemeanor paraphenelia (spelling?).

I don't know where Adams/Marquette counties are... Does one border the other? Either way, the location where he pulled you over is irrelevant... What matters is where the offense (the initial reason he pulled you over for) occurred.

Also he didn't have any of his lights on AT ALL and he was sitting on the side of the road that I was on. I would have hit him if I didn't notice his reflectors on the back of his squad car.
Again, irrelevant... I highly doubt that WI has a requirement for an officer to have his lights on while he's parked.
