Default Traffic Stop Leading to Questionable Search for Drugs

My question involves a traffic citation from the state of: Wisconsin

So a state patrol officer pulled me over one night on my way to work. I gave him my license and registration. He said that my registration smelt like 'raw marijuana' which couldn't have been possible since I had quit smoking that 2 weeks before hand and have not had weed in my vehicle for months. He searched my car for an hour. I was very cooperative told him what was in the car and now I have a misdemeanor paraphenelia (spelling?). But he pulled me over in Adams county yet on the citation it says Marquette county. Also he didn't have any of his lights on AT ALL and he was sitting on the side of the road that I was on. I would have hit him if I didn't notice his reflectors on the back of his squad car. Any help would be appreciated, this is the last thing I need right now and I am trying so hard to turn my life around. 2 months sober and still going strong.

What was the reason for the stop? Why did he pull you over?

    What statute(s)/code section(s) (number(s) and/or description(s)) were you cited for?

I don't know where Adams/Marquette counties are... Does one border the other? Either way, the location where he pulled you over is irrelevant... What matters is where the offense (the initial reason he pulled you over for) occurred.

Again, irrelevant... I highly doubt that WI has a requirement for an officer to have his lights on while he's parked.
