    Is it illegal to change people's hotmail passwords by using the the person's secret questions?

    You mean, what can someone be convicted of?

    Dunno... depends on the DA...

    Why would "they" think it would be okay to commit identity theft?

    DA = Defense Attorney?

    What if they didn't bother to hire a lawyer, will the police "charge them"? They didn't do anything while in the account that would classify as "identity theft"

    DA = District Attorney... the state's representative in criminal trials.

    the police will charge them whether or not they hired an attorney.

    The way you are asking questions, I am under the distinct impression that you are a child.

    Oh, and the simple action of LYING TO GET ACCESS TO THE ACCOUNT was illegal.
