My question involves a roommate in the State of: Maryland...

Two other people and I rented a 3 bedroom apartment on a 12 month lease starting last July. We agreed to split the rent/utilities 3 ways. The TV/Internet bill was in Roommate #1s name, and the water/electric was in all 3 of our names. Roommate #1 took out a 2 year contract with Verizon for the TV/Internet thinking that Roommate #2 and I would renew the lease with the apartment and take over the contract.
During the time we lived in the apartment Roommate #1 damaged the property (which he paid to fix) and caused an excessive noise violation which caused the apartment complex to warn us that any further violations would cause us to be evicted. Because of this Roommate #2 and I decided to move to an apartment complex down the street so we could have a fresh start.
The lease is set to end this June 30, but Roommate #1 decided he was going to move back in with his parents in mid May, and when he came back a week later to get a few of his things he notified us that he was going to cancel the Verizon contract with a little over a month left on the lease unless we wanted to take it over and assume the rest of the payments. Roommate #2 and I decided we did not want to do this because the rates of the bill increase in the 2nd year and we were not sure if the apartment complex we were moving to had a fios connection to allow us to transfer the service over there.
Even though Roommate #1 knows that I still live there he has been taking items such as shower curtains, silverware, dishes back with him which is fine since they were his, just annoying that I don't get warning and I go to take a shower or eat something thinking these things are there when they aren't. With all of that said my question are Roommate #2 and I responsible for paying the Verizon cancellation fee (either a third each or covering the full fee) and is Roommate #1 still responsible for paying a third of the utilities despite the fact that he does not live there anymore but still has a key to the apartment and has his room locked?
