Default Try to Tow an Unauthorized Broken Car Out of My Condo Parking Spot

My question involves towing laws for the State of: California.

I recently bought a condo unit and found out that a broken car is parking in my assigned spot. it didn't move for more than a month.

Since it is a gated garage, there is no "private property" sign in the entrance as required by 22658 (a)(1). Can I use 22658 (a)(2) to tow it away?

For 22658 (a)(2), what is an notice of parking violation? Is it just a note that i can write, or something that is issued by law enforcement?

Or any other advice is welcome.

    Thanks

Do you know whose car it is?

A notice of parking violation is described here.
