My question involves a traffic ticket from the state of: Illinois. I was driving on an expressway in a construction zone when my cell phone started ringing. I was in bumper to bumber traffic, and it is illegal to be on a cell phone in a construction zone. There was an entrance ramp from a road between myself and the shoulder, so when I was pulling over, I crossed a solid white line. There was a woman cutting out about 6 cars in front of me, and as I began to cross the entrance ramp I saw that an officer had noticed her and got out behind her, but was still in front of me. He motioned me over and proceeded to write a ticket for improper lane usage. I did not pass anyone, so I was not using the entrance lane for a passing lane, I was exiting to be in compliance with the law. I do not see how the officer could maintain situational awareness while navigating traffic, pulling someone over, and watch me in his rearview mirror all at the same time. Is this misunderstanding a defendable stance, how do I request a copy of his onboard camers(s) to ascertain what kind of load he was handling? or do I just pony up and go for supervision?
