Default Is Being Asked to Pay a Fine in Order to Receive a Court Date, Extortion

My question involves a traffic citation from the state of: California

I received a parking ticket, which I am contesting. I just received a letter that states that in order to receive my court date, I must pay the fine. Isn't paying the fine the same thing as admitting guilt? This seems like extortion to me.

You mean, you're required to post a bond in the amount of your fine?
