My question involves labor and employment law for the state of: NC

I am writing on behalf of my wife. She went back to school to get her second degree in teaching and took a teaching job with the county schools. The principal of her school has been threatening her since December with the following action - filing a form with the State that revokes her teaching license.
2 - 3 times per week he would come by her room and stare/make negative comments. She is ~8 years older than him by the way.
Contrary to his rampant negativity, other administrators see her as performing excellent in most areas, but needing some touch ups as all new teachers do. However, all of these other coworkers are flabbergasted by his behavior. Some have made comments that he "picks" on her. And others have tried to intervene on her behalf.
I have begged her to get legal help with this matter for months. But she tried to resolve it internally.
Since September, her students' performance has increased a minimum of 10% across the board as reflected by their national scores. My wife implemented a focus group at the school that resulted in positive accolades before the whole school. And it looks like her end of year scores will be up again.
Yet with all of these positives Monday, she was given the choice, resign by the end of the week or have the revoke license procedures done against her. The principal's boss has his back. Everyone above him has fallen in lock step and signed off on her license being revoked. So she reluctantly and with great remorse will resign.
This principal's actions have caused her incredible stress this year. He has never made it clear what his problem was with her. He only acted creepy by peering into her room and logged negative employee forms to her employment file. Almost all of his paperwork is vague and exaggerated - statements like "helped one student too many times."
I am a good note taker so I have dates and detailed notes and all of his reviews at my disposal.
Considering the expense of going back to school and the economy the way it is, I am wanting to know what our options are. Can a principal of a school simply harass and demean a teacher who is considered "good" by all of her other reviewers? Then after that abuse can he legally force her to resign?
What are our options?
