What makes you think there is a "plaintiff" or "service of process" in this action. The airport parking regs are offenses under the Hawaiian penal code (i.e., crimes) not some civil action. Still the charges need to be delivered to the defendant either via summons or citation or by a complaint leading to a formal warrant.
