Note that there is no conflict of interest for the county attorney here because a conflict of interest would be something that would impair his ability to zealously represent a client. He does not have that problem here. Whether there might be some other kind of ethical problem with his conduct would depend on the laws and rules of conduct used in your state.
What we have here is not just an attorney trying to serve two masters because the county attorney is also a public official. Even the appearance of a conflict of interest has to be avoided.

Depending on what this farmer law suit is about (does it involve the county or the tax-exempt status of the property) the county attorney may in fact be serving two masters or using his influence as a public official to serve a client.
