the end of this week 11/17 will be when i run out of funds. and it says on the UI website states, "For regular claims that started after February 2012, the majority of unemployed workers may potentially qualify for up to 14 weeks in Tier 1 when their regular claim ends but not the maximum benefits available in Tiers 2-4." so this means that I will get 14 weeks of more UI funds?? what about the Dec 29th deadline from the Gov't of there not being any more funds after that??

If there are no more funds, then there are no more funds. Please check the link I provided.

"Up to" means just that. Even if you only get 1 week, that would still be accurate. As it stands now, after you file for the weekending 12/29/12, you'll get no more.
