    I stand somewhat corrected after reading RCW 46.61.425 ... but you may have trouble proving that 20MPH over the speed limit is "reasonable."

    I'm not sure where you are getting this information, but I doubt it's "legal" to exceed the speed limit for this (or just about any other) purpose.
