    There should be a page in the packet for the response. One of the options is "Taxpayer is no longer employed here as of _________________." Or words to that effect.

    Let them do the work. You need your water back on. Then you can present the bill to the city for reimbursement. If they don't pay you come back and ask for the particulars on suing them.
