    No, as there is no law that I know of that the police have to quote the exact name of the charge and to back on to the highway you must at some point be "Moving vehicle backward on highway".

    I don't see a question either but the civil liability (the cost of fixing what you broke) and the criminal liability (a ticket for violating the law) are two separate issues.
